Error when purchasing gift for my friend

Hi guys, i wanted to gift my friend a game using my steam wallet but it always give error prompt

''An unexpected error has occured, Your purchase has not been completed, please wait a few minutes and try again. If you encounter this repeatedly, please contact Steam Support''

There are few solutions i found in the forum:
1. We already friend in steam for more than 30days
2. We're at the same region

Any help?

Buying gifts with wallet funds is restricted to prevent commercial activity.

Either contact Steam Support or use an external payment method (credit card, PayPal, Paysafecard,...).
