Yes, thats what they say: The marketplace is unavailable for the following reasons:
You must have made a valid Steam purchase that is between 7 days and one year old with no recent chargebacks or payment disputes.

when was your last purchase? you have to make a purchase from the store at least once a year to keep market access. if more then a year passes since your last purchase, you will have to wait 7 days after making another purchase from the store.

i'm quite confident that i've bought something in the last year, but maybe i'm wrong idk, is that the only reason that could be?

yes, that is the only reason you get that error message. you can check your purchase history and it will show you when your last purchase was.

7 days from when you make a purchase on the store. adding funds to the wallet should also count.

are you sure it said November? if it does then the market should still be available to you for another 2 weeks.
