So no luck in that regard.
So I sent a message in English explaining the issue being on their end. The message is simply a placeholder by Steam when it cannot determine the issue, I guess its easier to blame the bank even when not doing a purchase.
Steam simply cuts off any way available so as to restrict it. There is no info available as to how one would be able to fix this and as of the writing of this comment, there has been no solution provided by Steam support.
