thanks for letting me know that, but that is not the problem. I already did make the giveaway on youtube (u can check my profile for that) but i dont know where i can post it freely as giveaway on steam disscusion. I dont want to break steam rules that is why i ask that.

You can post such stuff in groups related to giveaways for example, otherwise it's not tolerated anywhere on the forums depending on how the giveaway works, explained in this article under "Commercial content is not permitted":
