Question about PayPal
When buying games through PayPal on the Steam store, is it necessary to have a linked credit card in PayPal, or is the balance alone enough?

You need at least a debit card on your PayPal account to use PayPal funds for Steam purchases. I am not 100% certain if other payment methods on file on PayPal are sufficient to satisfy the identification requirements due to money laundering laws.

A linked bank account would be enough, where the money is withdrawn from but i guess that depends on where your PayPal is located or what methods are accepted. Usually when i buy, i have no money on PayPal that is and purchases go thru the linked bank account.
