Steam won't let me share screenshots anymore.

I used to be able to click on a picture in my Steam library and it would show up in a larger window with the page url printed out at the top. I would copy the page url and exit the screenshots section. I would then got to a discussion, type something up, and paste the screenshot's page url.

But now, no matter what I do, I cannot find any way to make that page url for the screenshot show up. I've toggled Windowed and Fullscreen mode. I've accessed the screenshot from any different method I can. I've right-clicked to see if there is any useful option there. Nothing. Steam won't let me see the page url for the screenshot.
