Steam settings on one OS effect settings on another OS
Why does Steam do this?
This should be a toggle at a minimum because this behavior is not always desired.

My main OS right now is Windows 10, if I install steam on Windows 11, login to my account, and then boot back into windows 10, my settings are all screwed up.

This is undesired and frankly, insane. If anything it should attempt to import the existing settings from the last login location, if it does anything at all.

Computer also has ID , sense other have switch os with linux OS and they have not complained over this, then it could be asame multi version is not allowed.

So techniclay all past os i had should have still be there at steam setting and never get remove i doubt that.

Even mac and linux

Should not have multi version of diffrent OS and build version, steam will be flooded with configs then.

I'm sure steam has a explanatiom somewhere on this, but not something i have checked up on.

ps.
i have mu knowledge from server side computer and OS is not 1 of same profile and they will not keep have so many alloweed outdate OS still be present in the system.

I cant find the page,
https://psteamhelp.yuanyoumao.com/en/?text=operating+system

You have to ask steam support if this is the issue,

Unleess other steam user has same setup and it work. then it cant be that issue.

and dont forget win10 will not be shutdown by steam untill they had enough of a end of life cycle support and issue it cause steam. ( just like current past OS )
