They wrote the policy they should honor it.
No point trying to ask for another refund after they've said no, but unless you want to get your refund ability permanently revoked, I would cool it on refunds for a while...
You forgot about this part:
"If it appears to us that you are abusing refunds, we may stop offering them to you."
Clearly they think abuse is going on.
It is very likely not so much the number itself but rather some sort of ratio of bought and kept to bought and refunded. What that ratio is exactly is unknown.
How'd you get your refund? Are you request another ticket after the first one was declined?
They'll repeat the same message if you request another so quickly.
