No. At most Steam offers to host 30 second "clips" you recorded with the Steam function.
You can create a shareable link for those to send to your friend on Steam but they expire after 2 days.

Because Steam does not want to host thousands of TB of video files on top of all the game files.
Would just clog the servers even more.
They dialed back on their streaming offers over the years, its cleary not a market they want to get involved in.

Thanks for the explanation. It's annoying that they won't, but I guess I get it.

I have to say the Steam recording is useless if you cant upload it to the forum when you want some one on the forum to have a look at a problem you might have. Which i do which is why i found this thread. I know that storage could be a problem for Steam. However they could host the file say for 4 days and after that it will be deleted.
