There may be a feature in some games to do this but certainly not in the major ones.
Also, most tools that are not invented by the game's creator are not allowed to communicate with the game.
Valve tools are the most common and can chat with Valve games like the VAC System

I wish they allowed the protocol to change your name though, then this would be possible and my scripts could do some funky stuff!
BTW. How is it possible to spam nickchanges in some hacks then?
Some games perhaps use aliases, another name ontop, and they modify that.
As for the hacking ways, well it's forbidden to talk about that, I don't know how/if it's possible to do that with your Steam account but it's surely not allowed.

some clans require you to have in game nick with their tag. why do i suppose to change it every time i exit from it?
Depends on what the game dev allows. Ask them instead.
i think Steam can make it more simple. after all nickname here is dynamic. you can change it when you want and play in game with another one....
