It could be a temporary connection issue with Steam & your phone. If you are enabling the Mobile Authenticator for the first time I would try the " Activate With Email " option on your phone to see if that works. You should be able to change this later in your settings.

My authenticator codes aren't working!

If you are unable to log in using the authenticator codes:
◾Check the time on your phone and make sure it is accurate. The authenticator codes are generated using the phone's time, and if the time is off, the codes will be incorrect.
◾If you have more than one account with an authenticator, make sure you are entering codes for the correct account.

You can remove the authenticator from the account; see the section below on authenticator recovery.

still having this issue. phone is in same time zone as my IP lol no clue why it keeps saying SMS code does not match what we expected. I'm pretty frustrated at this point. No community leader badge for me.

Now I remember why I disabled this junk in the first place. Always getting error codes and blocked out since nothing Steam sends me via SMS ever matches.

Yep same for me, code not recognised..again with me ..this reminds me why I do t use this junk..cmon Steam get your sht together 🤷😡
