In the Steam browser, Settings -> Interface, (de)select "Enable GPU accelerated rendering in web views (requires restart)" and restart Steam.
Respect the topic, i here for the same problem, i see in other forums the fix is turn off acelerated GPU in the options interface, i go try it this tomorrow, In my case it happens very rarely, sometimes it goes ultra fast and then it becomes slow again, in big picture mode it is much more annoying, especially that the interface bugs and although "only the game appears", it appears in the background as if the Steam interface were open, I have to press B multiple times to finally remove it, it should be noted that it does not always happen, but it is annoying.
