Can't Add items to cart (error 2)

I can't add items to my cart in the steam client, when I try i get "There was a problem updating your cart Error code 2".

Some other info:
When I sign into the client there is that like popup that has some like deals or whatever and that appears but nothing loads
I am not able to sign into the website - i believe the error is that it can't connect to the steam servers at the moment

Another odd thing is if I turn on my VPN and select a location in my country (i am in the USA and the city I select is also in the USA) then I am able to add items to my cart and sign into the website. ( I am using it atm to submit this)

I have tried flushconfig but that did not work.

Any advice?

I managed to solve this issue by restarting my modem and router.

In case someone else has the same problem, this should fix it without the need to restart your router.

Go to your windows search bar and write "cmd".
You should see a Command Prompt app.
Right click on it and select "Run as Administrator"
Write the following in the command line, one at a time.

ipconfig /release

ipconfig /flushdns

ipconfig /renew

The commands will release your current internet connection, clear the dns cache and renew the internet connection. After that the error should be gone.

this actually worked
