we are talking about a overall pc spec , to have ram enough for games 8gb+ and other app and system, this is why 16gb ram is minimum now on windows.
next gen game is past 16gb ram now. ( then game take all 16gb ram you need more to rest of system )
2gb is soon seen as nothing here.
if you have a 8gb pc , you are already in trouble ( then game take 8gb )
The problem is that Steam is increasing RAM usage, it starts at 400 MB and increases over time. I have friends who have 32 GB and Steam doesn't exceed 400-450 MB
just wait to other user tell you, if they will bother with a reply, ( just wait 2 or 4 or 10 years thenb its will be 1000 as minimum.
what are you talking? 600gb ram?
the day it happens will be the day CS 2 will have 128 ticks server which is plain impossible.

which is why the player base for those games that requires 16 of RAM and more in order to play is quite low.

majority of the people in this world don't even have 16 GB RAM Computers at all.
i ment mb, but you try fix something out of user area, ask steam support but i doubt they will change anything.
its same with MS edge web page ram usage.
system ram is in GB today and you want to fix under 600mb, not going to happend,
you are outdate in and have not follow what been said over last pc generation, then pc was 8gb and we already seen same with 4gb ram game, so this is noithing new, steam has seen this before. ( this is now the new standard ) 1000 mb is not soon seen as a NO problem then they go there someday. )
Dont expect us as user can fix steam, thats mean dont follow steam standard options. ( its your job to reduce steam all option is there in steam settings )

I already sent it to support, they forwarded my problem to the responsible department and it was support itself that told me to go to the community forum
Since yesterday Steam is loading fine, taking 500 MByte. No more crash-circling etc.
I will report if it starts again. And what I actually "destroyed" by deleting the folder.
only an extremely small minority of users have more than 8gb ram, the worldwide standard still falls at around 4-8 generally, even amongst those who play videogames, the problem is clearly steam/the launchers, as they consume unnecesary memory for their services, it was better to just download and play iwthout launchers like in mobile, consoles or microsoft store

Not sure where you're getting your info from. it looks like over 80% of Steam users are running 16GB or more. But that might not seem crazy when you consider that gaming PC's might have a bit more hardware than your standard office machine, or some non-gamers budget machine.
Maybe as far as Steam is concerned only the hardware levels/averages of Steam users really matters. And that average seems much higher than you've assumed, or guessed.
