all it is when i zoom in the top and bottom parts get cut off and i want it to be 100% seeable

Also, is there even a problem? If you "zoom" while something is already at the edge of the display, it's obviously going to disappear...

"zooming in" on anything, the whole thing gets 'bigger', so the edge will 'move past' the screen - this means that the sides and top can get 'cut off' as it were. (it is a type of |magnification|)

it depends on the Zoom utility though, some zoom portals (what shows the image or material) might cutt off the top and bottom, some viewing portals might cutt off the sides, some might cut off all four sides as it 'zooms into' the material. even cameras in real life work this way (zoom lens).

the only way you can "zoom into" something and still 'see everything', is to have it in 3D, like a video game with meshes/models, and then have the field of view move in or out (increase or decrease) - this will have the effect of 'stretching' the sides and top and bottom, but it can potentially keep what is in the middle stationary and 'get bigger' as you "zoom in". some camera lenses IRL do this by 'stretching' what is around, to keep the middle in focus.

if that is a game you are making, you can try make the map in 3D models and make the 'zoom' effect be that everything on the edges gets smaller as the middle part viewing gets bigger.

This seems to be an issue with steam and the windows scale option in system>display>scale. For me, the images will only display correctly if the scale is set to 150%, any higher and the images get cut off, and any lower and the image does not fill the popup container.
Happens to me for both Steam client and any browser currently.

The behavior I've observed is that the images fits to width which explains why top and bottom parts of the image cannot be seen.
