Yes, steam r tards added limit of requests to your inventory and every time u get this message it means u have kinda ban for 3 days

Also this is the main reson now why I'm quiting steam, I still gonna use it coz I have gameshere but I'm not gonna buy anything in steam anymore, I'm tired of this ♥♥♥♥♥♥♥♥

They have clearly reduced the limits and the problem is that our internet providers in many cases make us share IPs and Steam only focuses on that.
