Name and Shame?
Right so I recorded a detailed video of some idiot trying to scam me and whatever to warn others. Where are the places where I am NOT allowed to post it?

You aren't allowed to post it on Steam.
It isn't really advisable to post it anywhere but as long as it isn't on Steam.

On any public steam forum including game forums, or any groups unless expressly permitted by the admins of the group.

Basically don't post it anywhere, just report the user from their profile and move on.

You can do that. Just don't post it here after that.

It's much better to warn people about the scamming method, rather than the specific people who are scamming. Thousands of scammers use the same few methods.
