Library Images Not Loading

All of my games are missing their covers and don't have any icons on the side either. I've tried clearing download and web browser cache on top of redownloading steam. It was fine this morning and then I restarted my pc and it stopped loading. I've tried going back to a restore point from 2 weeks ago and their is no change. Anyone know how to fix and why it's happening?

Library images are stored in <Steam Install Directory>\Steam\appcache\librarycache, you can check if the image files are downloaded there. You can also try renaming or deleting that folder and Steam should re-download the files after Steam is restarted.

The issue is that steam was not re-downloading those files after relaunching. It seems to have fixed itself overnight without anything changing on my side so i'm thinking it was an ISP issue or something.

Edit: Nevermind it's broken again and literally nothing happened within the 30 minutes.

Did you ever manage to fix this? I'm currently experiencing the same problem and would like to know if you found a fix or if it's just a case of waiting for it to fix itself.
