If un-sure about current batteries, install new batteries (or charged ones if using rechargeable type)
Start to bind by holding down the connect button on the Wireless Receiver, and wait for that LED to flash, that means it ready to receive a connection.
Now press the connect button on your Controller. The LED on the Receiver should now go back to solid.
If you wait more then about 5secs or so to bind a controller, the process on the receiver will time-out and it will stop looking for controllers.
If you still have issues, uninstall the Wireless Receiver.
Then connect your XboxOne Controller to that system via USB data sync cable.
Once reinstalled and tested, unplug it, remove the cable, plug in the wireless receiver and then your controller. See how that goes.
