Steam is business, just like Walmart, Target and the others. As a business, "they" get to decide what is sold in their store and how. People want their products in those stores because those stores have more potential customers. To sell in those stores, you have to follow their guidelines.
The devs of that game can sell their game on their own website if they want, or sell it on GoG or Epic. Steam is not the only digital gaming store on the internet.

It's not some new thing driven by some outside group or whatever, and has no bearing on the actual content of the game. To be clear: the game itself isn't censored. They could submit the same image without the woman in the foreground and get approved.
It's basically the same principle as e.g. if you're selling DVDs of Game of Thrones, you don't put boobs or beheadings on the cover despite there being boobs and beheadings in the product. They're not censoring Game of Thrones, it's just that the marketing materials are going to be seen by a wider audience than the product itself, so they should be appropriate for a wider audience.
If I was being cynical, I'd say that the developers of this game reckon that they can get more publicity for their game by drumming up a 'controversy' about censorship than they can by just editing their artwork and putting their game on Steam. And they're probably right!
