Can games be banned for offering in game rewards as wishlist incentives?
I'm seeing people say that games can be banned from Steam for offering in game rewards if wishlist milestones are reached. Can someone point me to the Steamworks documentation or other official documentation published by Valve where it states wishlist campaigns like this are banned?

I know that offering rewards for reviewing a game or telling people to review a game from within the game are forbidden: https://partner.steamgames.com/doc/store/reviews#2

I've seen a lot of next fest demos that encourage people to wishlist the game from within the demo, and I can't find anything about incentivizing people to wishlist a game being forbidden (wishlists don't contribute to game visibility, so it wouldn't make sense for Valve to have to protect that system). The game was likely banned for a different reason.
Technically speaking, any kind of incentive which would result in players/users getting actual benefits from doing so can and should be seen as the devs trying to manipulate the scales of the review system in Steam and should be acted upon. This is because the review system is supposed to be neutral, a decision for the users to voice their opinion in either direction. It make the system look honest and unbiased. If you're dangling an actual reward at the end then you're basically buying good reviews or otherwise trying to skew the system in your favor.

Wishlisting don't carry the same weight than actual reviews but still seem to somehow fudge some metrics and/or otherwise influence the whole sytem in a similar way.

Any dev/publisher simply asking users to wishlist or create reviews without inventive is fine since at that point the users are going to decide what they are going to do and thus the system remain unbiased.
If this is another thread about that one game, yes, that is the most top likely reason why the game was removed either temporarily or permanently. General bribery for reviews or wishlisting is a good way to get removed from Steam.

Mechwarrior devs PGI do this constantly in their own forums, their news, their updates.. they even give free mechs and more if you wishlist a DLC.
