What game?
Game by game basis. And that's usually a huge red flag from bad developers...
It's difficult. You won't get what YOU want; instead, the patch notes will imply be "Update", or maybe a bit more generic text if Steam requires a minimum length...

And no, Steam is not going to fight their business source over some useless text that nobody reads anyway.
Check if the devs have a discord/x or whatever account.

Some devs seems to prefer other platforms when it comes to announcing stuff to the community.

Of couse some devs give zéro feedback for whatever reasons but I don't think holding them at gunpoint is the way to go.

That is a different but even worse problem to have IMHO.

I'm buying the game on Steam. I don't want to have to go to twenty other different sites, especially not social sites, just to get basic information that should be given automatically with an update.

This is the whole launcher problem again but simply in a different light.
If a dev isn't putting in patch notes now. they're not going to put them in if they are 'forced' to. I'tll literally just be a single '.' just to bypass the check

I don't really mind personally. Before this whole online platforms thing, we pretty much had to go to the devs' forums for news. It's not a foreign concept to me.

Looking forward to Google Play Store style "Bug fixes and performance improvements" with maybe one extra adjective added for every news post

The vast, vast majority of gamers never did that. You were considered to be a hopeless fan when you did something like that way back when.

I take it you never downloaded patches. Now that would be hopeless.

No, not really? Not unless a game shipped completely broken, which was next to unheard of back then.

Most of the time I was swearing thru my teeth when they forcefully included patches in gold editions or what not. I get that it was meant to be "better" but it often changed the game and even if there were quirks you would just learn to play around them. Not difficult to comprehend or do.

Nor is going to the sources supported by the devs. Not exactly hard to understand either.

That said, judging by the general tone, I'd advice you pick a bone with somebody else.

I'm simply participating in the discussion. Just take a quick gander around and you'll see that people complaining about gaming companies forcing you to go to social media for any kind of communication is something that get brought up by pissed off consumers regularly. And has been constantly thru the ages.
