What are these posts I see with random numbers in the title

In low population games I see posts with random numbers in the title and the spot to type your post. What does this mean?

It's spam, presumably still fallout from the badge that used to require posting on a forum but hasn't had that objective for over a decade.

back in the day, one of the tasks to level up the community badge was to post in a discussion. this was changed, but not before various guides in various languages were created all over the internet saying things like "you can level up your steam account for free by clicking somewhere and making a post!!1"

a lot of these are probably people blundering into one of those guides, not checking whether that's actually still a requirement, and making a post. low population games are unlikely to have enough traffic for people to report these things so they'll stay up.
