"War spoils" allows you to get mostly cosmetics, not paid DLC. Some you can get by buying, others you can get by playing the game. In CoH3 you do daily & weekly challenges for cosmetics. Although anyone justifiably banned from multiplayer might not be able to earn that, but there's always the slower Single-player way to do it in CoH2.
If you want to discuss a CoH game, I highly suggest posting in their game hub. If you're unable to, this is not the section to discuss the CoH series.
They said battlegroups could be purchased with war spoils/merit. They then removed that ability

If you don't like the prices, wait for a sale. If you want to earn the in-game credits for cosmetics, best to not put oneself in a spot of getting restricted from multiplayer.
If you think that's a lot of DLC you should look at things like Payday 2.
True. They know how to move on with their lives, instead of spamming the forum with the same old grudge.
Get a blog and wage your crusade from there.
Havee a look at Train Simulator Classic. It has over 700 DLCs.
