At the very least these concerns get raised by every other user who noticed some detail not meeting their standards. Valve doesn't seem to be concerned or require perfection. So either it's just for funsies or a general idea what trends are.
I don't think hardware manufacturers are relying on the Steam hardware survey as much as you assume. Especially since its roughness isn't a srcret.
No, but i believe microsoft uses the steam hardware survey for analytics. I read about this on one of those gaming news sites. They use it to gauge how good steam is doing and who is using what type of pc. It could influence what games are made for which OS by game developers.
Ok, so are you claiming that the Steam Hardware survey is wholly inaccurate? Or do you just think approximates aren't good enough? If only VR had another 0.3% that would tip the scales for a flood of VR development? Or what?
If something is borderline and some fraction of a percent makes or break it, it's already on thin ice and the decision is inevitable anyway.
