As much as I would like to help you with this, however, this title was not developed by Valve, we here at Steam Support do not have the tools or insight to effectively troubleshoot the issue you are experiencing.
We recommend you to continue working with the Fences 5 - Multi-Device Upgrade support as they will have more detailed information on how to troubleshoot issues with their game.

But there is no Fences 5 multi device upgrade support and the dlc is msising from my library

You probably want to post on the Stardock forums as they are more active there and can address issues with your activation issues
this is just adding 4 more licenses to your account

makes it seem like you just add the program to another pc with your steam account loaded
it seems it should activate if you have a license for it

Tell Steam and Stardock that they are just pointing fingers back and forth and you need help.
Stardock may actually have more employees than Valve despite being a much smaller/less powerful company, this could make this difficult, and it's why so many criticize overly lean business cultures. You have to be assertive here imo
