It's expensive for Valve to do it for you.

It is a small thing but I think it would a great feature. Although, I think valve might put some sort of AI into steam at some point which will do multiple things translations included.

It's not a small thing. I don't know how simple you consider this to be, but aside from the technical implementation, execution and resources, this also involves data privacy. Not to mention that 'AI' translations are often miserable because they don't understand meanings and nuances. Add to that, this is about language homogenization, content filtering and censorship.

They only way to do with out ending up reviews that read like: "mackrel grass fell sky blue pink tarnished is shoe paste" is by hiring competent humans to do the translations. Valve are not going to fork out that kind of money -- we know they won't. They didn't the last time they actually used human translators (although, they did give us free games).
