sorry OP, this is how some act on steam and its best to, block and ignore them (report if needed).

you said they were fully clothed and such?

if thats the case, did you make a ticket to support? cause its likely, its not against the rules.

while not exactly similar or adult material lol..., i had a related situation with a piece of profile "artwork".

i had (well i still have it...) an artwork, that was simply a basic animated image that displayed my pc specs and mentioned twitch at the bottom, the artwork had been on my profile for i dont know how many years... think it was like 6-7 years or so.

and while my profile was private, said artwork couldnt be private, due to valve crappy system, needing it to be public, on a private profile, to be set as a showcase...

needless to say, some peeps report abused it, it got banned for "advertising", i brought it to support and they told me "applied correctly" and closed my ticket.

i took it on the chin and went to report profiles with advertising on them, just to test the theory and needless to say, all the profiles i reported with said "advertising" which also included direct donation links to "support" the person and found that the profiles werent being handled and said "advertising" was not being banned.

so, i made a ticket to support, linked profiles i had reported and mentioned why isnt this stuff banned? they told me its not bannable and was allowed on profiles...

i said, oh thats interesting, then why was my (insert years here) artwork banned a month ago for "advertising" and uploaded the picture to them, then their reply was, "it shouldnt have been banned".

so in summation, support, moderation and the report abuse that goes on in the steam forums, is simply to play games with what is or isnt "rule breaking", because some either dont know the rules, or have some bias issues on the people here on steam.

that all said, i could put it right back up, but as this is steam, i would fully expect, despite not against the rules, that some would report abuse again and certain support members would ban it, then i again would have to waste my time and correct the crappy mistakes of staff, whom seemingly ignore actual rules, to cause you issues, waste your time and add to your "moderation history", for no reason.

in any case, take this thread and the situation as a lesson, that report abuse exists and people will report things despite it not being against the rules, as well as... forum users end up on the wrong end of the stick and have to sit around correcting the jobs being done around here, due to failed comprehension of valve rules and such.

side note: these type of things is the perfect example, of why private profiles are needed, but also points out that people know and also tell others, how to bypass profile privacy, to look at the contents and find stuff "wrong" to cause people issues.

also, i think bringing up to support and suggesting resolution, to profile privacy be looked into, because people shouldnt be able to tack stuff onto a web link and find content from your profile, that they shouldnt be able to see, or find.
