They sell keys already used or obtained via illegal means (like using stolen payment methods).

I have bought and sell steam keys on grey market, as long as you check the sellers feedback, you are fine.
Not all of them, Pixel Puzzles Ultimate and The Descendant you get cards with DLCs
So instead of making them separate apps, they made the campaign a paid DLC of the free multiplayer.
