Unfortunately, not much can be done about that, some people will use alt accounts to harass others once they know it affects them. You can report their posts, the moderators will then look at the posts you have reported and issue bans if necessary or any rules are breached.
Posting anything personal is different, the moderators will act on that as I reported a post recently that was quickly removed (not my information, but it was personal information of someone else).
Valve really suck at dealing with this, especially when several alts are involved. And it's not even because they lack the tools to do it... it's because they are just freaking slow at it... I'd even dare claim they probably don't give a ♥♥♥♥ and I'd probably be right.
Can't really take anyone seriously, claiming to be sexually harassed when they were throwing around insults about how the other users don't get laid
