Activision doesn't care. They want you on their newest release and not their old games that don't make them billions in micro transactions.
The deal is indeed good but if the game has gamebreaking issues like crashing or needing to restart its also not really worth it

Skill issue.
It is only a promotion by Steam to highlight those games that have been discounted for Black Friday. Valve was very clear at the beginning of the year that they were not going to host a sale during this time period. If publishers wished to do so, Valve would highlight them during this time period.
All this over COD? We've know for years that Activision has no plans to discount the older titles. They don't make money on the older ones like they do on the newer ones. So they drive you towards the newer ones.
Open your eyes, man.
There hasn't been a lot that breaks the mold. That deep discount is the same deep discount. That you've seen twelve times in a row now. Yes the sales are very much recycled, sellers are slower to lower their prices, and nobody is trying anything new.
As for the why that should be patently obvious. The games industry is experiencing a crash. The name of the game now is maximizing profits, and not maximizing the market share by all means. They aren't undercutting one another anymore. In a self destructive race to the absolute bottom.
They're going to either manage to wait you out, or get every sale possible at every price point. It is both painful to watch for the bargain hunter, and frankly inflation is causing prices to go back up. Which is why I personally bought a lot on the summer sale.
Anyway in response to your question. Yes you have to wait until December. The pomp/tradition, the trading cards, the higher attendance, and the presentation. All of these things make them try harder. To care more about getting a bigger slice.
As for Call of Duty in particular. Everyone else is indeed right. Microsoft has become jealous. Do not look for bargains there. All I'm seeing there is their prices inching higher.
