They let their Copilot AI write the system code again.
Also since we technically run steam using another account, wouldn't all non-shared data be missing? for example local save data or setting that doesn't use cloud saving
Before I found this I just spent 3-4 hours trying to figure it out, as I only noticed it when my PC BSOD'd while testing out the new Minecraft Bedrock fixes (spoiler - its not fixed yet), and I had to check my own PC out to be sure it wasnt something there.
Did everything include reinstalling Steam.Only to find out it was a Windows account error.
What the hell Microsoft?
Edit : On Win 10 still btw, for anyone who still is and is having this issue, this will still work for you.
They broke Explorer, the Start menu, Settings, Task Manager, and Search according to their latest announcement.

So I guess you're just supposed to avoid literally the entire operating system while you're using Windows 11 and it'll be okay? Real bizarre stuff they're doing over at Microsoft.
To be clear to anyone reading this in the far future: that's not a joke.
At this point, they are selling SteamOS for Valve.
Cloud saves should be tied to account, not the Windows user.
Did you make sure it wasnt tied to an email or anything?
Did it give you an error? I got one for Discord when attempting it just to see if it was having issues too (it was taking longer than usual) and it wouldnt let me run it as a new user. Steam,however, worked fine.
there are no error, it simply doesn't show anything, on task manager its running, but the webhelper keep poping up and then closing on the task manager. i have no problem with Discord
how did you do this on windows 10? I can't seem to find some of the things
On start menu search add user, then just follow from there
This is how you do it on Win 10
Settings - Accounts - Family and Other Users
Add Someone Else To This PC
A Windows login Box will pop up
Do NOT enter in an email or anything. Click On I Do Not Have This Person's Sign-in Information
Click Add a User Without a Microsoft Account
Makeup your name and password. I used Goofy Gooberds and some random numbers.
Go to Task Manager, end all Steam tasks.
Shift+Click the Steam Logo (put it in your taskbar to make life easier, as it wont work this way from the start menu)
Click Run as Different User
Select Your Dummy User
Input name and Password.
Then you should be good to go.
Make sure all Steam apps and processes are shutdown before launching it again.
