After over 20 years of excessive hype from users, any addition to the story may not live up to the hype.
And a game not living up to the hype would be a waste of time and money.

I don't know anything about Half-Life, but with a 20 year gap, they can't just "previously on Half-Life" and then continue where they left off. This would likely have to be a new story anyway.
