Well, you could buy a Steam Deck and sell it. But that would be daft as the deck is awesome. As soon as you take delivery of it you’d never be able to let it go. Think Companion Cube.
Can you take a Walmart gift card to Walmart and get cash in return? No.
Steam wallet is just Store credit and it can't be cashed out.
I mean quibble and argue all you want, read the SSA covering wallet funds. And you can argue how much like money Steam Wallet funds reminds you of. But, ultimately I can buy a pizza with money. I can't buy a pizza with Steam Wallet funds, you know why? It's not money. Maybe it sounds pedantic, but that's the way giftcards and store credit works and all the rules governing them are strict, precise and explicit.
You can use your wallet funds to buy stuff from the community market that is frequently traded and has a stable price. And then trade those items on a 3rd party website.
This has 3 down sides.
1: Slight loss in money due to tax on steam and websites
2: unless you know a "safe site" you could vary easily get "hacked"
3: 3rd party trading is a gray area in the rules.
