If you don't have the same Steam store region, one of you will have to change region so they match. You'd need to do that by buying a game from the region you want to switch to. You'll also need a valid payment method and billing address in that region.

If you don't and can't meet that requirement, you cannot share your library anymore.

That's the end of that.

I had the same situation. We live in the same country (and the same state), but we don't actually live together. Steam wouldn't let them join saying we weren't in the same household.

As I suspected, it looks for a commonly used system now.

Then as Ogami says, it might be an issue with recorded IP address. Sharing the same IP address for at least one session was meant to also be a requirement in the old sharing system.

A) this still works
and, more importantly, if
B) this would work in reverse (i.e. having whoever OWNS the family share THEIR account temporarily with the person they want to invite, play a bit and then invite them)

A: As far as i know this still works fine, recommended the method to someone a few days ago and they said it worked.

B: Since you are not allowed to give someone else your login info this is not recommended.
But from a technical perspective both accounts just need to login to the same PC right after each other so i dont seen why it would not work in reverse. Its just important that the login history shows both accounts logging in from the same location/PC.

While sharing with family in the same store region/country works, it is designed around parents and their kids sharing games with each other in the same building.
