Need Help with Gifting Steam Gift Card Globally

Hello everyone, I'm planning to gift out steam gift cards to one or two random person every week, but I don't know if the person is from which country, so I have 4 question:

1. Is there any legal digital shop that sell USD $5 steam gift card that is 200% workable and not scam?

2. Does any person from any country can redeem the USD $5 steam gift card that I bought from the legal digital shop, if there are such shop?

3. If there's no such "Global Steam redeemable" gift card, what will be the workaround for this case?

4. If all else failed, can I actually buy a USD $5 gift card inside Steam, then give it to random person not in my friend list please? or the only way is, I have to add them as friend 1st? I'm from Malaysia by the way.

Any help will be really appreciate, thanks for any information.

The cards/codes from 3rd party sites are currency locked.

Sending one through Steam requires you to be friends for 3 days and may not be able to send to Turkey/Argentina (the last part may or not still be the case).
