Maybe consider using the tools available to you before you delete your account, the block and report feature, once a person is blocked they can no longer contact you.
As for scammers, if anyone sends a friend invite, ignore it, problem solved.
Failing that, don't click links you are sent, never give out your personal details to anybody.
You have been a member of Steam for 7 years, it would be a shame to delete your account when you have options available to you to stop these people.

Click "Delete Account" at the bottom of the page.
Fortunately, a hijacker can not simply delete this account without proof of ownership.
