Steam has no direct email or phone number for these types of things.
In your steam client, upper left nav bar, click on Help
Select Steam Support.
and do a manual refund request.
Keep in mind any answer you get is final. If support still refuse your refund, you'll have to accept that decision.
How far over the limit are you? They sometimes do a 1 time exception if your like 1-2 hours over the limit, but anything past that it doesn't matter how good your "case" is typically

They generally won't offer one when it doesn't, either, if it's past the 2 week window.
Well, I don't want to sound like an ♥♥♥♥♥♥♥. But, I would brace for my refund to be denied if I was you.
