Emailing an Actual Person
I tried to get a refund on a game, and got auto-denied. I feel like I have a pretty good case. Is there a way to email a person to make my case? Thanks.

You need to use the support system in place and you can do a manual support ticket so they see it as otherwise it's automated and the system just looks to see if you exceeded the 2 hour / 2 week playtime limits.

Steam has no direct email or phone number for these types of things.

no, support ONLY works via the steam support Ticket System.

In your steam client, upper left nav bar, click on Help

Select Steam Support.

and do a manual refund request.

Keep in mind any answer you get is final. If support still refuse your refund, you'll have to accept that decision.
I'm pretty sure if you submit another one after you get denied a real person handles it, but they probably aren't going to give you a difference answer.

Instead of selecting refund, choose "I have a question about this purchase" and explain the situation to Support.

Thanks for the help. I found "I have a question..." and responded there. Hopefully, I can get a response.

How far over the limit are you? They sometimes do a 1 time exception if your like 1-2 hours over the limit, but anything past that it doesn't matter how good your "case" is typically

It said "8 hours" of play time, but the game is wonky. I don't know if you're familiar with the Franchise Hockey Manager series, but to start a historical game, the game loads all the NHL, minor and international league data for the last 100 years or so before it launches. For later years (2000 on) it takes upwards of 30 to 45 mins to load. So, like most people, I started the process and left the computer to do other things, returning maybe an hour or two later, the game "running" the whole time. I wasn't really playing, just waiting to play. I started probably 10 games or so like this, which is why the actual "play time" is way less than 8 hours, and also one of the reasons I want a refund.

Also, I've been on Steam for years and probably spent upwards of $1000 on games and DLC, never asking for a refund. Seems like I'm due for one...

If that's how much playtime is recorded, you should probably expect the human support agent to refuse your refund.

They generally won't offer one when it doesn't, either, if it's past the 2 week window.
8 hours?

Well, I don't want to sound like an ♥♥♥♥♥♥♥. But, I would brace for my refund to be denied if I was you.
