I know LoverR Kiss has fanservice involving middle schoolers. While it might not show anything graphic Valve decided not to touch it and can't blame them for not wanting it.
I get it. Valve's inconsistency and opaqueness when it comes to what is and isn't allowed on Steam can be frustrating. Some of those blocked games aren't even adult titles. They're ESRB rated and coming to the Switch for God's sake. In spite of that though, I still think that Steam is the best, most stable, and most reliable place to buy and play PC games. If anything, it's just reason to branch out with where you buy games a bit more. I find myself shopping on GOG and itch.io more than I used to, and since Steam hardware is open and free (as in 'freedom'), I can run whatever games I want, from wherever I want.

Valve: Change the picture or mark your game as NSFW (Steam store has to be PG-13 by default)
Developer: Starts crying
Valve: Reverses their choice
Big bad censorship, totally end of the world, especially when the game is back in store

So no official reason shared, if it was unfair censorship im sure they would've voiced their opinion
Well there was that horror game that Valve refused entry because of showing woman's ass while they were wearing one piece swimsuit in one of the promotional materials was too explicit for Steam according to who ever reviewed the game on Valve. It was allowed on Steam after public outrage.

There have been other psychological horror games (like VILE: Exhumed among others) that have been banned previously but Red Pine Lake was the most arbitrary banning so far. There are literally thousands of games with women in bikini/one piece swimsuits on Steam. The image wasn't explicit at all and games like Agony Unrated and Succubus are completely fine:
