you want to send gift cards or u want to send cash? there exist global gift cards and there are region locked gift cards. you have to see what they are, depends where u get them

Physical gift cards and codes purchased from local stores are currency locked and can only be redeemed on account that use same currency as the gift card. € gift cards for example can only be redeemed in on account that uses € as it's wallet currency. USD gift card can't be redeemed in EUR region for excample.

Digital Gift Cards send thru Steam however will convert to recipients currency when redeemed:

Digital gift cards can only be purchased using external payment methods (Debit/Credit cards. PayPal etc.), not Wallet Funds.
