I get the impression that someone is trying to scam or deceive you... what other accounts do isn't your problem.
Display names are not first come first serve, as it can always be changed, multiple people can have same display name, if using popular avatar that wouldn't be shocking if it happens with combination of short name, or unoriginal name.
Only reason a scammers copy people profiles is to impersonate by tricking someone thinking they're sending items to a friend when it's the scammer, and to compromise their account with phishing link to repeat the scam.
And no Steam support does not contact you, nor should anyone as that be red flag automatically someone claiming be support, or working with support as scammers use fake images, gift, and videos sent to the victim to trick them.
Steam does not banned people account base on account name, as each account has unique number that can't be changed, nor alter hence why you should worry at all if it has nothing to do with you.
