They get money from cards so therefore those are buyable without owning the game I think.
Is the game not for sale anymore or something?
Maybe it's just me, but this:
Comes across as quite "worked up".
Seems to be working exactly as intended to me.
Cards I think monetarily benefit the devs because they get a % off sales. So even if you don’t own the game you can buy the cards I think.
Then you can buy the background from Steam Market. Either buy the game and get the background with steam points, or give the developer the money through market. It's working as intended.
And as said, it's not something developers have a choice over, it's enforced by Steam. Steamworks docs list it.
