I'm not very worked up about it, it's just an annoyance. There are a couple of games that I've already purchased for other systems multiple times (think SNES, 3/DS, Switch) that I can't get points shop items from because I don't own it on Steam specifically. It's not that big of a deal, but it is pretty stupid.

Its not only game ownership its owned and 2 hours playtime.. which is even worse..

You need to talk to the game developers / publishers, they control that setting, not valve or steam.

They don't. You should read up on the Steamworks Documentation.

They don’t get anything from you spending the points so I don’t see the incentive to make them available what they spent time working on if they don’t stand to see compensation for it.

They get money from cards so therefore those are buyable without owning the game I think.

Is the game not for sale anymore or something?

Point shop items are like cards: completely useless, pointless and carry absolutely no weight whatsoever. It is an item which whole purpose is to drive engagement and fear of missing out. You want it? Better get the game on Steam then.

Cards I think monetarily benefit the devs because they get a % off sales. So even if you don’t own the game you can buy the cards I think.

Or at least have an option to not show stuff from games you don't own. I was looking for a background with the search option, a few catched my eye, all of them had the "you need to buy the game first". Yeah, ♥♥♥♥ that. I'm not buying a game to get a background.

Then you can buy the background from Steam Market. Either buy the game and get the background with steam points, or give the developer the money through market. It's working as intended.

The restriction is only for the items that are also available on the Steam market, not for the points shop only items. It shouldn't be rocket science to understand why this is.

And as said, it's not something developers have a choice over, it's enforced by Steam. Steamworks docs list it.

Game developers control the creation and content of their game's point shop items, while the participation is optional, it's a valuable tool in marketing and promotion of their games, as such its their right to have it locked behind a paywall even if steam points do not generate any revenue.
