Spell check is literally 'is this word in the dictionary' yes or no? Then an algorithm for finding corrections.
Do this locally and it's near instant. i.e. is the word I just typed, in the dictionary files I have on disk?
Compare that to do it in the cloud, and it's send everything you type to somewhere else that you have no control over, wait for it to check, then it lets you know. Might be quick, depending on your internet speed, but it's still a pointless additional step for no advantage.
It's not like dictionaries are constantly changing! How often do new words get added to the dictionary? Yearly, maybe monthly?
Valve changed some stuff in the Nov 17th update.
I made a guide for the new (and easier) method to disable / customize spellcheck:

Awesome, this did it! Thanks a lot!
Thanks, was driving me mad. Just a note, you can skip the first few steps and just do the last few steps. No need to delete anything.
Thank you thank you thank you. So much better. ^^
Well, I recently talked to someone where it seemed to only work correctly after clearing out the htmlcache folder. So I'll leave the guide as is.
Happy to help.
Don't forget to upvote the guide, if you found it helpful.
Thanks
That sounds like a bug. I can see spellcheck lines / suggestions without issues.
- Do you have the latest Steam update installed? Please manually check for updates.
- Have you cleared out your htmlcache folder and followed my guide?

And if you're talking about the spellcheck context menu not reacting to mouse clicks (neither corrections nor "Add to dictionary" work)...
That's been a bug for months (as said in this thread).
Go and complain in this thread in the Steam Beta Bug Report Forums:
https://psteamcommunity.yuanyoumao.com/groups/SteamClientBeta/discussions/0/601916204203013223/
If we're lucky, Valve will actually fix the issue at some point.
I hope that it's removal isn't indicative of them flat out removing support for the spell check functionality altogether :/
Well, it still works for me.
Again, first step to troubleshoot this is making sure you have the latest Steam version.
My current version is 1763795278 (I am using the beta branch).
Please restart Steam and check for updates:
Steam menu > Check for Steam Client Updates...
Install the updates.
After that, please exit Steam completely and delete everything inside:
Then start Steam again and check the settings mentioned in my guide.
What is the result?
