Systems can become sluggish especially for graphics when the GPU is at 100%, or there's significant thermal throttling due to an overheating condition. Check that the system can handle what's being asked of it if this is happening while playing.
What the specs are and what game&apps running is information that could help.
It's not with my Specs, I had to uninstall my game because I found out my mouse last night was playing up, moving around like crazy and since uninstalling it, I've had 1 small instance it would have acted up by itself
If the issue was "the game" then you could not have been infected with something trough steam, as that "malware" would persist on your machine even when you uninstall the source of it.
Specs are definitely important, so is knowing the game/app vs the specs to see if there's any reports of unusual activity/driver conflicts etc.
