Were they separate items in your cart when you purchased them or was is a bundle/package deal?
That would be why.
Not packaged/bundled together, separate refund requests.
Not sure if it will work the same way (in my case I removed a game from my library but not its DLC-no refunds were involved). Try going to the page for the game, clicking on the DLC you purchased and seeing if said DLC shows up as “in your Steam Library.” In my case, even though the game I removed no longer shows up as being in my library, its DLC that I also purchased does. If it does show up as being in your library, try submitting a manual support ticket about a game in your library and see if the DLC shows up on the support screen.
You could also take a screenshot of your purchase history with the game’s DLC and send that directly to Steam support through a manual ticket asking for a refund.
