There are only two cases where this will happen.
1 - Steam support have told you previously that they will no longer respond to any further tickets on a specific subject.
2 - Your account is compromised and a malicious bot is automatically closing all your support tickets regardless of subject.
In the case of 2:
Do ALL of these. Every single one.
1. Scan for malware https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours
3. Deauthorize all other devices https://psteamproxy.yuanyoumao.com/twofactor/manage
4. Change passwords from a trusted/clean device
5. Generate new backup codes for your Mobile App https://psteamproxy.yuanyoumao.com/twofactor/manage
6. Revoke the API key https://psteamcommunity.yuanyoumao.com/dev/apikey (there should be nothing in the APIKEY)
7. Make sure your steam recovery email account is secure
In the case of 1:
There is nothing you can do. You have lost your support privileges in regards to the subject you were seeking support on.
Community bans off of multiple forum bans is automatic and cant be lifted by support. So your "not fair other ban was lifted" is irrelevant.
If your tickets are being instantly closed with no response or note from support, it is likely your account is compromised and someone else is closing your tickets. You can research how to secure your account.

I am just brainstorming for hypothetical reasons or theories why the banishment could've happened.
I don't know why you got banned for posting a violin emoticon or emoji. I can assure you that people have posted stranger things than a picture of a violin.
I suppose posting your complaint here is as good of place as any, if you cannot reach someone directly.
