That'd be because you can't earn sales card drops. During either the autumn or the spring sales events. Those drops are limited to the winter and summer sales. That being said if you still want to earn those cards. You can assemble trading cards to craft badges, but don't craft the badges until the winter sale arrives.

Doing so is substantially more cost effective. Even if it is not otherwise actually productive. You can get one card for every ten dollars spent on the store, or you can get upwards of forty cards for spending ten dollars on the market. If you want the event cards to level up. You can actually use the points on the point store to level up the seasonal badge there.

Valve will likely leave the badge progression for that one until the Winter sale or days after it begins, like they did last year.
