Its under support and it varies based on what the issue is. What are you trying to write to them about?

i bought a game in 2024, didnt like and refunded, bought the game again today to see if it changed, didnt change, tried to refund but they denied it bc my old playtime carried over, i wrote in the request that i didnt play 4 hours, i played like 15 mins and then deleted + refund request but i guess a bot denied my appeal?

Refund requests include ALL play time that includes previous playtime. You can go to support and do I have a question about this purchase and explain but you have no guarantee of a refund as your over the limit

is it the same system as with calls? First, an artificial intelligence responds, then you can ask it to connect you with a real person 3 times, and it connects you?

All playtime counts from when you last played then refunded to your repurchase with the limit being 2 hours in total.

If it is Ravensfield you played 20 minutes BUT you previously played for 226 minutes giving a total playtime of 4.1 hours.

No. The refund system is automated. If you want to ask them about a refund and hope for an exception you do as i mentioned above.

The odds of a refund are not in your favor as it sounds like you already got an exception once, but its not impossible.

Sounds like you got a refund outside of the policy before which was fortunate in itself and now you are trying to get another refund with even more time played on top. You can try a manual ticket but you will be very lucky to receive a refund having already been awarded one prior outside of the allotted playtime limitations.
Steam's rules can be challenged by referring to their ambiguity and the moderator's interpretation.
I was already banned by artificial intelligence for "advertising services", but I just recommended a game from Steam to a person... Then I wrote to the moderator, and they unbanned me

Abuse of the refund system will be denied. It is not there for you to test out a game to see if you like it..... and since you have repurchased a game that you already refunded, seriously doubt it will be approved. Decide before purchase. They do not even have to give you a refund.

Refunds are nothing to do with moderators - they are conducted by decision makers at Steam Support.

And? That doesn't change the fact that it also clearly mentions in the refund section that all playtime counts and that it is NOT for demoing games. cherry picking because you want to rules lawyer only makes a fool of you
There's a bunch of people in this thread wagging their fingers at OP, telling them what they can't do, without any regards for what the actual rules are

That is so the developer is aware as to why the refund was place to begin with, does not equate to being able to get refunds for that reason. For example you refund a few games and select that it was not fun then refunding another game you would select a different reason and could have your refunds revoked.
