Were you polite to them? Being rude to them could be why they rejected the appeal. Being rude gets you no where.
It's impossible to get banned for someone elses post because the ban action is taken from a drop down on the "offending post" directly.
This response is entirely informational, I have no intention of getting drawn into a debate on the merits of the ban. I just know how absolutely ♥♥♥♥ steam support is at explaining WHY the ban notice does this sometimes. Been a hub moderator for a long time.
To help here is a screenshot of exactly what the moderator options look like on a given post/user. If you want to poke around and see them you can also create a steam group as they get the exact same toolset

Some forum moderators will try to predict trends based on past experience. This might seem a little like Minority Report (2002, PG-13), but it does seem to help keep the tone cooler.
I mean... since you asked.
They could go full Microsoft: make you pay $60 per year for multiplayer gaming, perma-ban you with 10 months still remaining with no refund, VAC ban your hardware based on the TPM ID ... all while ignoring the most toxic of the community which you had been paying them $60 per year to moderate in the first place.
For a ban of limited scope (only a specific community hub) and limited length (1 week), it seems like they are keeping their mod actions in moderation
Even worse is Paypal support. A previous company I work for (website hosting services) had to justify the existence of their business model in binding arbitration to get the "right" to charge customers through Paypal again. The online payment processor blocked all transactions claiming that there was a TOS violation. No other further details at all. Paypal "support" would also only state the account was flagged for TOS violation and explain where to find the full text of the TOS. But in binding arbitration they claimed our business model causes excessive fraud because we don't ship anything to a physical address. It seems a little rich to have to explain to an online payment processor when online only business models exist!
Anyways, every time I hear about problems being able to use Paypal during checkout with Steam, my first thought is Paypal probably put a TOS-block on the account again requiring a Valve employee to have a "lovely" conversation Paypal "support." It is just speculation, but I have heard similar stories from enough people that I believe it to be true.
About Paypal - I know, that's why I don't use it, ♥♥♥♥ them.
