You can add funds to your Steam wallet through the Steam client.
You would have to partner with Valve, much like how Degica does for Japan, and other companies do in other countries. Simply reselling codes you purchased elsewhere won't cut it. That opens you up to legal action and/or losing your Steam account should Valve decide to act.
Because Nepal is not a supported market by Valve, Nepal defaults to the USD_SASIA region and therefore has no national Steam wallet card distributor. The only supported payment method is a credit card that accepts payment in U.S. Dollars.

Some major retailers have even started winding down their operations with selling gift cards because it's not viable for them.
Because it gets people to visit their store, with the high possibility they will end up buy more then just a giftcard.
